The 5G Infrastructure Association and the Telebrasil – Projeto 5G Brasil sign a Memorandum of Understanding to foster industrial collaboration on Research, Standards, Regulations and Policies over the next 3 years

BARCELONA March 1st, 2017 –  Following the Joint Declaration by the European Commission and the Brazilian government at last year’s MWC, the 5G Infrastructure Association, representing the leading European 5G research initiative, and Telebrasil – Projeto 5G, the Brazilian 5G initiative, have today signed a Memorandum of Understanding to foster industrial collaboration on 5G development.

This MoU confirms the intention to exchange information regarding programs of work in areas of mutual interest in the field of 5G communication systems and networks. The two parties agree to explore collaboration opportunities on:

  • Vision of 5G communication systems and networks;
  • Technology exploitation and dissemination to ensure awareness, understanding and involvement and finally adoption;
  • Requirements on 5G communication systems and networks;
  • Discussions on basic system concepts, architecture and use cases;
  • Development of prototypes and proofs of concept as part of Innovation initiatives;
  • Frequency bands and spectrum arrangement, identification and assignment in order to support the global regulatory process;
  • Preparation of future global standards by identification of common interest, consensus building and collaboration projects to the joint development of such standards aligned to international initiatives and bodies;
  • Promoting cooperation among European and Brazilian R&D organizations and industries as well as joint-financing of R&D projects;
  • Use cases of 5G, including mMTC (massive Machine Type Communications), eMBB (enhanced Mobile Broadband) and URLLC (Ultra-Reliable and Low Latency Communications), aligned to applications such as Smart Cities, Mission Critical IoT, Broadband, Consumer-centric 5G, Industry 4.0 and other topics.

The envisaged means of exploring these collaboration opportunities may include, but are not limited to: exchanges of information, documents, meetings, hosting joint workshops and other joint initiatives when mutually agreed.

In his opening statement, Pearse O’Donohue, acting Director Future Networks at the European Commission/DG CONNECT, indicated: “The European Commission welcomes the two signatures which clearly illustrate the strong will of industries from both regions to closely cooperate in the fields of 5G and Internet of Things. I would also congratulate our colleagues from Brazil for having overcome the difficulties and barriers to set-up the Telebrasil – Projeto “5G Brasil” in a very challenging timing during the last weeks, enabling the signature to take place during the Mobile World Congress, thus amplifying the outreach of the announcement.”

Eduardo Levy C. Moreira, Executive Chairman of Telebrasil, declared: “This MoU is important for the country; we are “on time” with the world. It is also important for Telebrasil; we are the umbrella for many companies and we are together with the government.”

Christine Leurquin, acting Chair of the Board of the 5G Infrastructure Association, said: “While the European funded research is key to deliver 5G global standards covering all relevant use cases, International collaboration, as promoted by 5G IA is instrumental for global harmonization and to promote a global ecosystem on 5G. It is in this context that the MoU signed with Telebrasil is key.”

Maximiliano Martinhao, Secretary for IT Policies at the Ministry of Science, Technology, Innovations and Communications (MCTIC), emphasized: “This cooperation will improve deeply and engage even more Brazil and European Union on 5G R&D challenges”.

“We are delighted that this MoU be signed at the occasion of MWC 2017 and it joins similar agreements signed with China, South-Korea, Japan and North America promoting the global discussion on 5G” highlighted Jean-Pierre Bienaimé, Secretary General of the 5G Infrastructure Association. “We are keen to engage a concrete and fruitful cooperation with Telebrasil – Projeto 5G Brasil, in view of mutual benefits for our both important markets.”

The 5G Infrastructure Association is the private side of the 5G Public Private Partnership. It is an industry led association committed to the realisation of 5G in Europe by 2020 for the benefit of both European society and industry. The 5G IA is committed to build global consensus on 5G. To this aim, the Association and its Members carry out a wide-range of activities in key strategic areas including standardisation, frequency spectrum, R&D, cooperation with other strategic industry sectors.

The 5G Public Private Partnership (5G PPP) is the 5G collaborative research program that is organized as part of the European Commission’s Horizon 2020 program – The European Union Program for Research and Innovation. It is aimed at fostering industry-driven research, monitored by business-related, technological performance and societal KPIs. Within this research and innovation framework, the European Commission, with the approval of the European Parliament, has committed 700M€ of public funds to supporting 5G PPP activities. As part of the partnership role, complementary private investment in the order of at least five times this amount is being provided by Industry, SMEs, and Research Institutes to realize the 5G-PPP vision. The 5G PPP will deliver solutions, architectures, technologies and standards for the ubiquitous next generation communication infrastructures of the coming decade.
